Winchill PLM เป็นโปรแกรมช่วยในการจัดการข้อมูลที่ใช้ในการออกแบบผลิตภัณฑ์อย่างครบวงจร ทั้งไฟล์ CAD/CAM/CAE รวมทั้งรายงานที่เก็บไว้ในรูปแบบไฟล์ Word, Excel, PowerPoint, และ pdf ให้รวมอยู่เป็นหมวดเป็นหมู่ด้วยระบบฐานข้อมูลเดียวกันผ่านเวปเบราซ์เซอร์ Internet Explorer (IE) ทำให้ทีมออกแบบสามารถสื่อสาร เสนอแนะ ติชม และเรียกดูชิ้นงาน 3 มิติที่เพื่อนในทีมเดียวกันกำลังทำอยู่ได้ทันที การสื่อสารทำได้อย่างอิสระผ่านเวปเบราซ์เซอร์ เหมือนการเล่น Facebook หรือ Twister นอกจากนี้แล้วผู้ใช้ยังสามารถเรียกดูไฟล์งานที่ได้ออกแบบไว้และไฟล์ชิ้นงานมาตรฐาน เช่น น๊อต สกรู ผ่านเวปเบราซ์เซอร์ ด้วยการคลิกที่รูปชิ้นงานเล็ก ๆ ที่แสดงไว้คล้ายกับการซื้อของผ่านอินเตอร์เนต โดยถ้าผู้ใช้งานมีโปรแกรม CAD อยู่ก็สามารถดับเบิลคลิกเพื่อเรียกไฟล์ในเวอร์ชั่นที่ต้องการออกมาแก้ไขได้ทันที แต่ถ้าผู้ใช้ไม่มีโปรแกรม CAD อยู่ ก็สามารถหมุนชิ้นงาน 3 มิตินั้นดู และเสนอแนะ ติชม งานได้ทันที (แต่ไม่สามารถแก้ไขชิ้นงาน CAD ได้)

Winchill PLM มีความสามารถในการจัดการกับไฟล์ CAD ได้หลากหลายชนิด เช่น Creo Elements/Pro (Pro/ENGINEER), SolidWorks, Inventor, และ AutoCAD เป็นต้น เมื่อผู้ใช้ล๊อคอินเข้าสู่เวป Winchill PLM แล้วผู้ใช้เข้าสู่หน้าเวปที่แตกต่างกันขึ้นอยู่กับหน้าที่ของผู้ใช้นั้น ๆ กล่าวคือผู้ควบคุมระบบจะอนุญาตให้ผู้ใช้งานเห็นได้เฉพาะส่วนงานที่เกี่ยวข้องเท่านั้น และไม่อนุญาตให้ผู้ใช้งานเห็นในส่วนอื่น ๆ ที่ไม่จำเป็น ยกตัวอย่างเช่น แผนกขายจะสามารถเห็นชิ้นงานประกอบและชิ้นงาน 3 มิติ ทั้งหมด โดยแผนกขายสามารถดับเบิลคลิกเพื่อเรียกดูไฟล์งาน สามารถหมุนชิ้นงาน 3 มิตินั้นดู และเสนอแนะ ติชม งานได้เท่านั้น หัวหน้าทีมออกแบบจะเห็นงานทั้งหมดที่รับผิดชอบอยู่และสามารถเข้าไปเรียกดู เสนอแนะ ติชม และแก้ไขชิ้นงานได้ทั้งหมด แต่วิศวกรออกแบบถึงแม้จะเรียกดูชิ้นงานได้ทั้งหมดก็ตาม แต่สามารถแก้ไขไฟล์งานได้เฉพาะในส่วนที่รับผิดชอบอยู่เท่านั้น เนื่องจากเป็นการเรียกไฟล์งานผ่านระบบอินเตอร์เนต ผู้ใช้งานสามารถเรียกดูจากที่ใหนก็ได้ที่สามารถเข้าระบบอินเตอร์เนตได้ การควบคุมระบบนี้จะช่วยควบคุมความลับและฟังก์ชันการทำงานที่สำคัญ ๆ ไม่ให้รั่วไหลไปสู่ภายนอกได้
การอัพเดทไฟล์งาน CAD จะไม่ทับไฟล์งานเดิม แต่จะ Save as ไฟล์งานเพื่อป้องกันการผิดพลาดที่อาจจะเกิดขึ้นได้ทำให้ทุกคนในทีมออกแบบสามารถเลือกที่จะทำงานกับไฟล์งานอัพเดทล่าสุดหรือไม่ ทั้งนี้เป็นการป้องกันการทำงานที่ซ้ำซ้อนได้ โดยไฟล์งานที่อัพเดทล่าสุดจะอยู่บนสุดของเวปเบราซ์เซอร์ ผู้ใช้งานสามารถดับเบิ้ลคลิกเพื่อเรียกไฟล์งานเก่าขึ้นมาแก้ไข หรือลบทิ้งก็ได้
ปัจจุบัน Winchill PLM มี 3 ระดับให้เลือกใช้ให้สอดคล้องกับความสามารถขององค์กร คือ

(1) Winchill ProductPoint เหมาะสำหรับบริษัทขนาดเล็ก (SMEs) ถึงปานกลาง เนื่องจากมีราคาถูกและใช้ในวงออกแบบเท่านั้น
(2) Pro/INTRALINK เหมาะกับบริษัทขนาดปานกลางถึงบริษัทขนาดใหญ่ที่มีการออกแบบหรือแก้แบบสินค้ามาก
(3) Winchill PDMLink เหมาะกับบริษัทขนาดใหญ่ที่มีการพัฒนาสินค้าอยู่เป็นประจำ
